How it works: the distributor wakes every ~6 minutes
and batches up to 7 claims into one on-chain CXFER. Each batch costs ~5k-20k sats in fees + dust at typical mempool rates.
If the treasury has enough sats, the batch broadcasts; otherwise the cycle skips and waits
another 6 minutes — recipients in the queue keep their slot, ETA just
shifts. Refilling the treasury restarts the flow.
